Water Heater Upgrades: Guide to Rebates and Tax Credits

Rebates and Tax Credits Available for Energy Efficient Water Heater Upgrades in 2023

According to the EIA (U.S. Energy Information Administration), the U.S.'s primary energy consumption (or "raw fuels" that can either be used directly or converted into other forms of energy) comprised 16% of primary energy consumption worldwide in 2021. In the same year the U.S. accounted for roughly 4% of the entire world's population, but had the 10th largest per capita (per person) for primary energy consumption in the world. The consumption of primary energy sources such as natural gas and LP gas have led to increased environmental concern due to sourcing methods, transportation, and risk of leaks which can increase methane emissions (Source: EIA).


In the 1960s, concerns about water and air pollution in the United States led to the establishment of the EPA (Environmental Protection Agency) in 1970. Approximately 22 years later, the EPA launched its Energy Star program; this mixed public-private partnership's goal is to establish guidelines for energy efficiency and to identify appliances that comply with such guidelines. Ultimately, their goal is to work with manufacturers to reduce greenhouse gas emissions (Source: EPA Origins). The program initially focused on computers and display screens, but has since expanded to nearly every major and minor appliance one can think of, including water heaters. Energy Star first added its water heater category in 2009 and introduced its commercial water heater category in 2013 (Source: Energy Star: Our History).


Bottom Line: Water heater replacement can improve efficiency in both residential and commercial buildings, meaning lower monthly utility bills and decreased greenhouse gas emissions. In an effort to encourage consumers to consider switching to hybrid heat pump water heaters and other more energy efficient water heaters, the U.S. government, utility companies, hardware stores, and even water heater manufacturers are offering an array of tax credits and rebates. Each tax incentive and rebate program has its own specifications, requirements, and time constraints; however, many heat pump and tankless water heaters qualify for money back.

Residential + Commercial Tax Rebates for Water Heaters

The Department of Energy offers rebates to both residential and commercial property owners through the:


Those seeking tax incentives must install a new program-qualifying energy efficient water heater, boiler, or furnace in the fiscal year for which they are applying for the rebate (i.e., if you installed your qualifying appliance in 2023, you will apply for the rebate in 2024 when you file your taxes for the 2023 fiscal year). 


You will receive your tax rebate when you complete your taxes for 2023. You cannot receive your tax credit instantly. 

When you file your taxes, there will be a section that asks you about any upgrades you made to your home (Form 5695: Residential Energy Credits) or business (Form 3468: Investment Credit). There you will be able to enter the details for your new water heater or boiler and submit a copy of the receipt. If you are unsure about where to include your credit request, required documentation, or need additional assistance completing the tax rebate form, ask a tax professional for help.

The following are tax credits available for residential upgrades with an Energy Star certified water heater or boiler:


  • Heat Pump Water Heater*
  • 30% of project cost up to $2,000 for units installed between January 1, 2023 and December 31, 2032 (Source: Energy Star)

  • 30% of project cost up to $600 for gas storage water heaters, tankless gas water heaters, and boilers installed between January 1, 2023 and December 31, 2032 (Source: Energy Star)
  • Tankless Gas Water Heater*
  • 30% of project cost up to $600 for gas storage water heaters, tankless gas water heaters, and boilers installed between January 1, 2023 and December 31, 2032 (Source: Energy Star)
  • Boilers*
  • 30% of project cost up to $600 for gas storage water heaters, tankless gas water heaters, and boilers installed between January 1, 2023 and December 31, 2032 (Source: Energy Star)



  • Geothermal Heat Pump Water Heater***
  • 30% off of project cost for units installed after December 31, 2021 and before January 1, 2033 (Source: Energy Star)

Energy Star® Tax Credits (Commercial)


The Department of Energy offers tax credits for owners of commercial units who make upgrades, too. Commercial tax credits are based on the size of the building:


"A tax deduction of up to $1.80 per square foot is available for buildings that save at least 50% of the heating and cooling energy of a system or building that meets ASHRAE Standard 90.1-2001 (for buildings and systems placed in service before January 1, 2016) or 90.1-2007 (for buildings and systems placed in service before January 1, 2017). Partial deductions of up to $.60 per square foot can be taken for measures affecting: the building envelope, lighting, or heating and cooling systems. This tax credit applies to both new construction and existing buildings. We recommend verifying that your upgrade qualifies for the tax credit before starting work. 

Inflation Reduction Act

In 2022, President Biden passed the Inflation Reduction Act in an effort to further encourage homeowners to invest in energy efficient upgrades via two programs: Home Efficiency Rebates and Home Electrification and Appliance Rebates. This act also includes an emphasis on supporter low-income communities by offering bonus tax credits to private sector businesses who will increase access to clean energy and businesses who seek financial support to meet the rising production demand for energy efficient products like heat pump water heaters.


Beyond federal tax rebates and incentive programs, local utility companies may also offer their own rebates, which may be combined for even more savings:
